For work operations where it is deemed impossible to use appropriate equipment for passenger lift (type-approved), or where such equipment is not available, non-approved work equipment may be used.
A general annual dispensation (the Labor Inspection Authority) is required from Regulations concerning the Performance of Work Sections § 1-5 and 18-8, and § 18-6(6) of the Working Environment Act, and that requirements are met.
Crane trucks
Generally not to be used with a personnel basket. A boom truck can only be used with a personnel basket if it has type-approved equipment.
Before utilizing a personnel basket
MANAGER’S RESPONSIBILITIES
- Confirmation from the customer that authorized equipment, such as a lift, cannot be used. (The confirmation is attached to documents for the job.)
- The crane operator receives the necessary documentation prior to the assignment.
CRANE OPERATOR’S RESPONSIBILITIES
- Risk analysis involving personnel lifts are read by everyone involved in advance.
- The checklist for personnel lifts must be completed in advance.
- Risk assessment is carried out and documented.
- Safe Job Analysis is conducted with everyone involved. Remember the plan for evacuation, document appropriate measures, and document which people participated.
- Mobile cranes and baskets (intended for lifting of personnel) are certified through expert inspection, and valid documentation must be presented.
- The crane operator must have a valid crane operator certificate and documented training on the equipment.
- The permitted lifting capacity of the crane at the relevant lifting radius shall be reduced by 50%.
- It is agreed in writing who is responsible for coordinating internal control for joint activities or areas if several companies carry out work at the place where the lifting operation is carried out.
- Those involved must be made aware of the requirements that apply to carrying out the lifting operation.
When using a personnel basket
- Valid dispensation for lift of personnel and associated safety documentation must be available during the assignment and submitted to sja@nordiccrane.com no later than one week after the assignment has been completed.
- All persons in the basket must be protected against falling by using a fall harness.
- When lifting above water, all persons in the basket must wear a life jacket.
- It is forbidden to increase the working height in the basket with the help of a ladder, crate or similar.
- The crane must not be used for lifting goods with a vacant winch, while personnel is in the basket.
- There should always be visual and/or preferably two-way open radio communication between the crane operator and personnel in the basket.
- A personnel basket must not be used for live wiring that is under voltage.
- When electric-welding from a personnel basket, one must ensure that electric-shock currents does not occur in basket, hoist ropes or crane in general.
- The crane should not be vacated while there are people in the basket.
- The engine should be running when there are people in the basket.
